Requirements to enter the Republic of Korea

Dear participants,
with the Covid-19 pandemic the list of the requirements to met to enter the Republic of Korea has expanded with respect to usual visa related procedures. A summary of these Covid-19 related requirements one has to meet to enter the Republic of Korea is listed below. The information is based on publicly available information and on the prevailing interpretation of the foreign affairs experts based in the US and EU. We do advise you to reflect these requirements before finalizing your on-site participation/travel plans. Please note that these requirements may change at a short notice, and we will inform you about them on this page.

Requirements to enter the Republic of Korea
All foreign nationals intending to enter Republic of Korea are required to provide a negative test for Covid-19. They are also required to enter a mandatory self-isolation lasting 14 days at a facility designated by Korean authorities. The details of these procedures are outlined below.

PCR Test for South Korea
All travelers, regardless of nationality, must provide a medical certificate showing a negative result of a PCR test taken no more than 72 hours before departure. The certificate must be in either the English or Korean language.

Proof of a negative coronavirus test result must be presented to airline staff before departure, foreign citizens without the certificate will not be allowed to board the flight. The COVID-19 test certificate should also be shown to quarantine officials on arrival.

Self-isolation upon Arrival in South Korea
Travelers are required to quarantine for 14 days on arrival in South Korea. All arrivals – regardless of nationality and length of stay – are also required to be tested for coronavirus (COVID-19) after entering South Korea. Arrivals will be taken for testing and must remain at the testing facility until a negative result has been secured. All arrivals are also subject to a compulsory 14 days quarantine at a government designated facility. The costs of the quarantine are to be born by the visitor and currently run at 120,000KRW (approximately 95 Euro) per day. Travelers with vaccination certificates from countries other than South Korea are not currently eligible for an automatic quarantine exemption. We, i.e. ISE and the Korean Organizing Committee, are unable to provide any administrative help to apply for quarantine exemption at this moment.

Testing will take place if symptoms develop during the 14-day quarantine period. During quarantine, individuals must be contactable by telephone and download a mobile tracking app.

Fines for non-compliance
Visitors are reminded of the importance of following the quarantine procedures. Anyone caught breaking the rules may be fined up to KRW 3 million (2'500 Euro).

Health Declaration Forms for South Korea
A Health Declaration Form and a Travel Record Declaration must be completed on arrival in South Korea.

Travelers are asked to provide a mobile phone number and ensure that roaming is activated. Korean Immigration officials will check that the telephone number provided can be used to contact the individual. The visitor will need to participate in an active monitoring system via regular calls with a health expert and using a specialized mobile App.

It is visitor’s responsibility to ensure that they have a mobile telephone with the roaming function enabled at their disposal and/or that they have a telephone number of a friend, relative or contact who can update the authorities daily on the visitors' state of health. A hotel telephone number will not be accepted. Immigration authorities will undertake a test call before travelers leave the airport, and any individual unable to verify their contact details may be denied entry to South Korea.

The address for the arrivals accommodation in South Korea is also requested.

Foreigners with an E-9 (non-professional employment) visa issued by South Korea are required to present a completed Confirmation of Self-Quarantine form. This form can be obtained at a local EPS center.

Other South Korea Health Requirements
Visitors have to download the Self-Diagnosis app from the Korean Ministry of Health and Welfare. Immigration officers will check that the application is installed on the traveler’s device before they are granted entry. The app is available in Korean, English, French, Japanese, and Chinese.

If you’re unsure about any aspect of the entry requirements, or you need further reassurance, please contact the embassy, high commission or consulate of the Republic of Korea in your country.

Brief Guideline for the Speakers for the 72nd ISE Annual Meeting in Jeju

Format of the Meeting - Hybrid (on-site and online)
Unfortunately the current Covid-19 pandemic forces us to amend the usual way in which the ISE Annual meetings are organized and the Jeju meeting will be organized in a hybrid way. It means the submitted papers will be presented both on-site in Jeju, for those who will be able to travel to Korea this Fall, and also online for the colleagues who will be unable to travel because of pandemic restrictions. Due to this fact the meeting will be organized in such a way that all presented papers will be available to all registered participants during the conference.

Requirement of Pre-recorded and uploaded
All presentations, including plenary, keynote, invited, oral, poster, must be pre-recorded and uploaded through the ISE submission system no later than two weeks before the meeting to be included in the programThey will be available to the registered participants during the conference week.

Copyright issues
The ISE assumes that the presenting authors are holding the copyright to all information shown in their presentations. The ISE will allow the dissemination of the presentations to meeting participants under Creative Common BY-NC-ND license, which will expire at the end of the meeting. It is for protecting the right of authors during the meeting and the detailed license agreement is on the webpage of ISE.

Registration fee
Due to the hybrid nature of the meeting there will be two sets of registration fees differentiating between different costs of participation onsite and online. To reflect the volatile situation, which complicates the planning of travel, we will adopt a flexible approach, which will allow to change the type of the registration from online to onsite until 2 weeks before the meeting.
